County Council Meeting

RESOLVED THAT the agenda for the July 14, 2026 County Council Meeting be approved as presented.

Jones RESOLVED THAT the report titled “ADM 26-24 Strategic Plan - 2024-2026 Progress Report” from the Warden and Chief Administrative Officer dated July 14, 2026 be received and filed.

RESOLVED THAT the report titled “FIN 26-08 Buy Ontario Act” from the Manager of Procurement and Risk dated July 14, 2026 be received and filed.

RESOLVED THAT 291 Construction Ltd. be selected to complete the Site Works project for the Fire Training Structure, RFQ No. 2026-Q25 at a total price of $151,435.12 exclusive of HST; and THAT the additional funding required to proceed with the site preparation works be allocated as noted in the report; and THAT the Warden and Chief Administrative Officer be authorized to sign the agreement.

Jones RESOLVED THAT Elgin County Council authorize the County of Elgin to act as co-host of the Great Lakes Drowning Prevention Symposium, organized by the Rip Current Information Project.

RESOLVED THAT the report titled “ENG 26-17 John Street Bridge Mural – Town of Aylmer” from the Director of Engineering Services dated July 14, 2026 be received and filed; and THAT the County of Elgin enter into a Memorandum of Understanding (MOU) with the Town of Aylmer that considers lifecycle, potential repairs and vandalism considerations.

RESOLVED THAT Correspondence Items 10.1 - 10.6 be received and filed.

RESOLVED THAT we do now proceed into closed meeting session in accordance with the Municipal Act to discuss the following matters under Municipal Act Section 239 (2): Closed Meeting Item #1 - Closed Meeting Minutes - June 23, 2026 Closed Meeting Item #2 - Elgin County Finance Department Future Readiness Review (b) personal matters about an identifiable individual, including municipal or local board employees. Closed Meeting Item #3 - Southwestern Public Health Facility Proposal (i) a trade secret or scientific, technical or commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons or organization.

RESOLVED THAT we do now rise and report.

Jones RESOLVED THAT the June 23, 2026 closed meeting minutes be adopted.

RESOLVED THAT staff proceed as directed.

RESOLVED THAT By-Law No. 26-29 be now read a first, second, and third time and finally passed.

RESOLVED THAT we do now adjourn at 11:44 a.m. to meet again on August 11, 2026 at 9:00 a.m.

RESOLVED THAT the presentation titled "A Unified Voice for Rural Western Ontario" from the Western Ontario Wardens' Caucus Executive Director dated July 14, 2026 be received and filed.

RESOLVED THAT items CW26-67 – CW26-69 from the Committee of the Whole meeting dated June 23, 2026, and the recommendations therein be adopted.

RESOLVED THAT the report titled “ADM 26-24 Strategic Plan - 2024- 2026 Progress Report” from the Warden and Chief Administrative Officer dated July 14, 2026 be received and filed.

RESOLVED THAT Elgin County Council authorize the County of Elgin to act as co-host of the Great Lakes Drowning Prevention Symposium, organized by the Rip Current Information Project.

RESOLVED THAT the request from the Rural Initiatives and Planning Advisory Committee to hold a flag raising and proclamation on September 15, 2026 at 10:00 a.m. in recognition of Harvest Season Road Safety Week be approved.

RESOLVED THAT the June 23, 2026 closed meeting minutes be adopted.

RESOLVED THAT staff proceed as directed; and THAT Council authorize the Warden and staff to continue the discussion with partners at the City of St. Thomas and Oxford County.
